Oliver works within the Cities and Regions team at the Carbon Trust. He provides strategic and technical support to public sector organisations aligning to ambitious decarbonisation targets, and has expertise across chain carbon footprinting (scopes 1, 2 and 3), target setting, emissions modelling, workshop facilitation, stakeholder engagement, and action planning.

Oliver also has offshore wind expertise and works with governments, wind farm developers and regulators to increase the evidence base and reduce the consenting risk of offshore wind projects.

Oliver holds an MEng in Chemical Engineering from the University of Bath.
