David currently works on the Welsh Government's Re:fit Cymru and Welsh Government Energy Service supporting programmes for the public sector. His experience provides a breadth of skills and knowledge across the fields of strategic energy management, performance benchmarking, feasibility studies, project management and post project monitoring. David has specialist knowledge in the development and implementation of large-scale energy efficiency programmes, in particular by the delivery mechanism of Energy Performance Contracts.

David has a master's degree in Sustainable Energy, is a Certified Energy Manager (CEM) and is a Certified Measurement and Verification Professional (CMVP).
